Slam them to low for higher FPS, or high for eye candy? Any options you always lower?

multiplayer FPS: always set grafix to potato, no exceptions
singleplayer games: turn off motion blur, then crank as high as you're comfortable with

the reason i asked / made this thread is because i used to do this all the time before i got a gaming pc in 2008.
my parts are starting to become outdated so i've been debating doing this again.
Is there a reason to improve performence if your game already reaches your monitor's max fps?
games these days are mostly multiplatform and optimized for Medium preset, if you got a 1080p monitor you can just buy a mid tier card and who cares what your CPU is
back in 2008 if you couldn't run Ultra you were playing with minecraft graphics vs crysis

shit like DOF and motion club always gets turned off, basically anything that makes it too hard to see or focus on parts of the screen get turned down or off
GPU raping settings like screen space reflections get turned off
i'm good on 60fps still for the most part, but im noticing some stuttering lately.
frame times i.e. microstutter
other than that, no, cap the framerate at wahtever your refresh is (no V-sync because input latency)
Then maybe you do need a better CPU, I don't know. It's always a per game question, some perform better on AMD cards, some are CPU bound, etc etc.
