No, Silver was better. Blue's team was terrible. Silver's team, while awful, is still better than Blue's team (although Rival 2 is a tough fight depending on your team). There are story reasons that make sense for this and as his character develops his team changes (such as getting trade evolutions which show he is cooperating with other people, and gaining Crobat showing he treats his pokemon with kindness).
