The obvious answer is no, without story and without audio-visuals, gameplay itself is not art and videogames are defined by gameplay therefore they are not art.

There's also the fact that levels have a bunch of copy pasted assets everywhere. The same set of stairs, chairs and other ornaments across the levels, enemies etc. If you're going to call that art you can't ignore those.

It's great when a game does it, but it's not some kind of requirement. Putting media into such straight categories is really close-minded. I mean there is such a thing as multi-media projects.
Just look at many movie adaptations. Lots of movies adapted books and often times both of them are considered great works. There is just a handfull of books and movies that tell stories that could not ever by told in another medium and those are usually some very weird, post-modern experimental works.

It's a pretty self-contained story at this point. Adding anymore exposition would just upset the distrubing elements of the cosmic horror, but I would love to actually see it take on some Sci-Fi elements with a gothic aesthetic like Space Hulk with candles if they ever did a "sequel". Set in the future with a totally different world but with the similar subtext of unknowable malevant cosmic beings controlling things.
