Plot is all conspiracies and over-the-top megalomaniacs being taken on by (usually, 4-6 were exceptions) relatively regular people.
I actually really like what they did with the idea of B.O.W.s becoming a global threat after unbrella Bankrupt and the government making the B.S.A.A. but they should have keep the survival horror tone and dont make both protagonists and the monsters too overpowered.
RE4 has the same plot as super mario brothers. "Save the princess from the evil king who kidnapped her"

At least the original 5 REs and then RE5 had an ongoing plot with new developments each game. And yes, Capcom was too stupid to pull off a multi game arc very well, but it's still light years beyond Leon running around spain, looking for a big titted blonde.
The only plot that matters was the Raccoon ciry saga from 1-3. That felt like an actual conspiracy, a happening. Most things after Raccoon felt like a sub plot. I mean, RE4 was about a small isolated backward community falling prey to mind control parasites with a dream to conquer America and then the world, only to go unoticed until an American Agent GENOCIDED them all out of existence. Presumably the B.S.A.A and Terrasave then went in, quarentined and cleaned up, but Racoon required thermal neculear sterilisation.

One of the original builds of RE4 was supposed to be about Leon going into Umbrella's main headquarters to rescue some girl I think. During the game he was to get infected with one of the viruses that would cause him to hallucinate, giving the game a more paranormal vibe.
I really wish we could have gotten that version, but it was scrapped. Unless it gets leaked one day like RE 1.5 did.
Completely legit though, after Racoon went public what else? The thing to remember is Umbrella wasn't literally just a few labs dotted around the world, it had a genuine legitimate front. Imagine your job, you are working away doing normal boring shit only to suddenly discover you are all out of a job because you CEO's were actually owned by other CEO's who were using funds to ingage in literal crimes against humanity. Umbrella had everything from factories making medicines, research institutes, medical facilites and all sorts, they probably had legitimate arms of consultation being provided to the government concerning locations that dealt with dangerous infections and diseases like Ebola and Marbug, meanwhile a smaller section of thier black work was working on illegal shit like the T-Virus, and even THOSE parts of the orginistation were being kept in the dark, Spencer didn't give a damn about creating cures or weapons, he was looking for much more than financial gain or political power, he wanted to alter the course of humanity itself and achieve imortality.
