They are if you load a state more than once (ie. using save states to make the game easier for yourself instead of simulating a "leaving the console on overnight" scenario).

Saves states ARE cheating, they're cheating death by saving yourself time and frustration, letting you experience more during your youth and preserve your health

Like if you've mastered a section but have to repeat it over and over cause you're stuck on the boss.
