It's not even about bad military but about complete disregard for their soldiers. It continues to present day, they get rotten meat in MREs and aren't supplied with any body armor despite China being largest manufacturer of body armor in the world. It is well known that they stole all but most recent American and Russian military technology, but it is still very doubtful that they pose a threat to any half-decent military power, simply because of their attitude.
