There's gotta be some psi skills that don't need high will to be useful. Also what the fuck is up with the hit %. I really shouldn't be missing hardly ever when it says 95% chance to hit. This is worse than Xcom.

You get the psi empathy when you take the pill, there's no way around that.
There are few psi abilities, like force field, that doesn't require will but it's seriously not worth it. Go either full psi or not at all.
