I believe the idea was to have an inside guy so shepherd himself could lead the big attack that brings makarov in so he looks like the hero and not the no name spy.

the single-player campaign is still one of the best rail shooting of all time, and I think we're beyond that era of vidya now so people aren't making rail shooters anymore
