THAT SAID, he later learns an ability called Thievery that powers up the more you steal. The formula is something like Times stolen x Agility / 2 or something like that, so you can get it to deal 9999 damage every time.

Stealing from enemies in combat should basically be like removing their gear, armor or weapons, thus crippling them in various ways from stat debuffs to losing abilities and status resistances
Steal and mug should be quite useful in most battles and in fact mug should be a special attack that can remove even a beast's claw nails or dragon scale armor to weaken their attack or defenses or disable their sight to inflict permanent blindness.
There's plenty potential for a thief class if only devs would imagine them.

Yeah, but that has nothing to do with stealing. That's just taking away items by brute force in the heat of battle, something a frail thief is LESS suited for than say, a fighter.
A thief's abilities should be centered on stuff like subterfuge and sabotage. Sadly, that stuff is pretty much non-existent in jrpgs.
