Why wasn't there an option to stay with UNATCO and romance Anna Navarre? She liked my "shot first and don't bother asking questions" attitude.

I would have liked a romance with Anna too, but they were planning on letting you to stay with UNATCO, but that would have made the game huge and they didn't have the time

There was gonna be a route about staying with UNATCO but it was dropped.
There was a quote JC could say to paul about UNATCO not being perfect but better than stick with NSFs

So why hasn't the modding community jumped on that? They've created dozens of mods for this game from graphics upgrade to total overalls of everything. You'd think somebody would have created some sort of "stay with UNATCO" mod by now.
