How did Vergil kill his own mom and Nero's mom?
He tried to kill Arkham, didn't finish the job.
We saw him kill Beowulf on screen, and then the collateral from his actions (Urizen) or his actions directly (Temen Ni Gru) probably killed thousands if not millions.
The way that arkham talked about the temen ni gru seemed like that it was actually alive, so I doubt vergil had much control over what it did once it came up. Also the demons tried to kill him before he can even get in the thing so they weren't with him anyway but probably with arkham or just freelance.
The qlipoth is only half his fault, he didn't raise it like he did the tower but he did stop nero and dante from cutting it down which made for a month long slaughter. There was probably some magical way to reverse the damage done too but him and dante didn't seem too concerned in questioning it and just went straigh to hack it down.
If he was charged with anything that would stick it would probably be manslaughter and homicidal negligence.
The Qliphoth's sprouting in the human world was inhibited by Sparda sealing the gate between the human world and the underworld. Vergil, erho Urizen, opened the gate again and allowed it to spread its roots. He is directly responsible for unleashing a calamity that would not have threatened humanity otherwise.
Originally I held the same view but the text entry in the game actually states that the Qliphoth was cut off from the human world when Sparda sealed off Hell. That means something broke the seal between the human and demon world's to allow it through.
As it is, there are two options:
1.) The events of DMC4 and opening of the Hell Gate allowed both the tree and Vergil into the human world. This means it took years for the tree to break through.
2.) After Vergil split himself, Urizen decided to seek the demon fruit and broke the seal himself to allow the tree through.
The latter seems more likely, given the timing of everything and the fact that Red Grave was the site the tree broke through, however it does leave no real explanation for why Vergil arrived in the state he did in the first place, unless I'm missing something.

There is a third option, which is that unsealing the Temen-ni-gru weakened the integrity of the barrier between human world and demon world eventually allowing the tree to break through (and allowing the return of Mundus, Argosax, and the Order shenanigans before that) but that still just goes straight back to being Vergil's fault anyway.

That tower only activates and deactives with Sparda's DNA. It was activated by Vergil, but not fully enough to unlock the gate to hell. Tower wanted a key (DNA) to open the front door and it also wanted Dante's medallion as the final failsafe for the last secret. Even if Arkham made the tower pop up by himself, Vergil still made it operational in DMC3 and then fully operational when Arkham upstages the group.

Because redemption is a thing. Sparda turned on his kin, sealed Mundus, sealed the demon world, and spent two-thousand years protecting humanity fighting off beings like Argosax. The only redemption Vergil's had is begrudgingly going off to clean up the shitty tree mess he caused in the first place only after Nero punched him in the face enough times. There's room for him to absolve himself, but he hasn't yet.
