Apparently they can't rerelease it because of legal issues related to Michael Jackson, but I don't see how it would be an issue to just get Tee Lopes to compose new music to replace the problematic tracks.

The game's already missing from the recent Genesis/Mega Drive collection on current platforms, and yes it does have Sonic 1 & 2, but 3 & Knuckles is missing as always.
