In most shooters and RPGs, the enemies are suicidal idiots; they announce their presence as soon as they notice you, and rarely work together. I'm looking for games where the opponents behave as or more competently than the player. For example:
Stealth and camouflage - when they notice you, enemies go silent and use nonverbal communication, and the communication matters: if they can't see each other, the can't see hand signals (for example). They don't magically know what each other knows. Enemies use camouflage based on their knowledge about their environment. They seek out hiding places, and use misdirection. An enemy dropped into a new location will learn about its surroundings and figure out the best positioning and camouflage, with no scripting required.
Environmental awareness - enemies realize when the player is trying to maneuver them toward a cliff, lava, or other hazard, and try to get out of there; and they'll use hazards against the player. If they feel outmatched or afraid, they'll put obstructions between themselves and the player, and try to flee, choosing the path that makes them hardest to follow. They behave differently depending on what the player is doing; if the player hacks in flight in a game that normally doesn't have it, they'll notice, and try to get inside, or shoot him down. In general, every enemy should have the same awareness of its environment as any human would, and use that information to its advantage. Also, enemies should be capable of identifying and using exploits the developers didn't know about before release. For example, in Oblivion, you can kill many melee enemies without any risk by jumping on top of a rock. If Oblivion was a good game, the enemies would do the same thing to the player (of course, the player usually has ranged attacks). Enemies without ranged attacks should flee immediately when the player does this; those that are capable of jumping and that prefer melee should get on the rock with the player. (cont)
Teamwork - where appropriate, enemies employ squad tactics, attempting to flank, surround, cut off escape, etc. Enemies know about their comrades based on what they can see and hear, just like a human would. Enemies can have more or less discipline and courage, depending on what they are, and context and setting. One or more members might use itself to draw out the player into an ambush, or bait him into firing and giving away his position (which is actually helpful information to the enemies, and not for show - they have no more ability to sense the player than any player has to sense another player).
Some games may have special gadgets and abilities that enhance the player's senses; common examples include motion detectors, heartbeat sensors, infrared cameras, clairvoyance, xray vision. If the enemies have access to such abilities, they should use them, and the information provided should actually be useful to them, and they should make use of it in the same way a reasonable human would.
There are plenty of other ways in which computer opponents fall short, of course, the are just the bare minimum requirements. If a game can at least meet these standards, then I know it might be worth checking out to see if its opponents are at least as intelligent as a six year old.

Honestly I can't think of anything even close to what you're after. The industry has been too busy chasing shiny graphics to bother making any advancements in AI, because who cares about gameplay, right?
Modded STALKER is the closest I can think, but the AI in that is janky as fuck and only works half the time. It's cool when it does, though. I played CoP earlier in the year and was taken down a few times when I thought I had killed a whole group, only for the last remaining enemy to quietly sneak up behind me and blow my brains out with a shotgun.

Tactical shooters like SWAT and ARMA is designed around realistic enemy responses. Bad guys in SWAT will wait in conver to ambush you, flank you, or simply flee and warn their allies. ARMA takes modding before the AI is impressive but after you do they become pretty deadly . SWAT 4 is definitely easier to get into if you can only do SP because ARMA kind of requires other people to get the most out of the game
In all seriousness in your average multiplayer players aren't actually much better then the AI. At least in their tendency to be suicidal unless the game has really harsh death penalties.

They use real fire team tactics like fire and advance, bounding, overwatch and flanking, they employ smoke grenades for concealment and frags /UGL to flush you out of cover, etc etc it’s as challenging human like AI as you’re going to get.
