Classic is my second favorite series in the franchise but I have no interest in 11. I have ten other games in that series to play plus the gameboy games plus MegaMan&Bass plus whatever weird remixes have been put out. The only ones I've played thoroughly are 1,2,3,9, and the gameboy versions of 1 and 2. I have enough classic to last me a lifetime.

I doubt strongly the plot's status of 'resolved' is any consideration. The Classic games went on after Wily was captured. The X series went on after an epilogue or apparent final conclusion three times. The whole of the ZX plot is pretty much "Actually Weil didn't die all the way, Ciel and her resistance is still in danger, and it's up to *Zerokinda* to stop it and save her". Neverminding if Battle Network had the tone of one at 3: the 'conclusion' you're talking about is pretty clearly a sequel hook that wasn't itself followed up on.
Then nothing is off limits, but that assumes the executives at Capcom aren't hamstringing the project development to extort sales of slightly related properties to 'gauge interest' before commiting. As has pretty much been the case for neigh on 15 years with them. Though that sale marker was an impossible hurdle for 15 or so years: apparently the Legacy and maybe X Collections sold well enough for that. Still only makes a safe re-release to 'test the market' likely. And if I had a fortune to bet I'd bet they're going in order of most to least profitable, and Battle Network is undoubtedly next after Classic and X.
