In the case of World of Darkness, you have the entire metaplot, franchise characters, Characters from the writers and setting books (books describing cities and their characters.) Each gameline has its own struggle and focus, Making the different lines meeting each other is more a DM thing.
How much the DM will use of the metaplot/written characters is up to him. Most DMs i had ignored and prefered their own stuff for most part. i had one that always used know characters. Rather late in our game, i got the gig of bodyguarding a human woman who would end up being the last daughter of Eve (a woman who would basically judge everyone when the gehenna came).
We used to think of it as really funny since my character was really low key and basically treating her as a girlfriend, despite all the cosmological importance of her existence (which for a long time was unknow to me in-character).

To answer that question you would need to know what is the ultimate good.

I have always wondered. If female vampires have any maternal instinct. It can either be through them giving birth somehow, or adoption. If by giving birth doesn't matter if you turn out to be human or vampire. Let's say a human father makes you a human child and a vampire father makes you a vampire. But would they actually care for you. Requiem over masquerade due to no Metaplot and also system, Requiem second edition is the best rules support ever made to vampire. If you like VTM metaplot, i would tell you to just use requiem rules and adapt things if necessary.
NWoD Demons due to the system, i like the Judeo-Christian lore more, but The Descent is a much better game. Also if you dont want your demon form all tech like you can just cut the machine part from God Machine and the game still works great.

I'll tell you, it's because if they had it they would use it to further their goals but because they don't it's never mentioned. There is no reason to think that they can get 10 in anything other than what we have official information on.

Being embraced by an Elder doesn't mean you immediately know anything, unless they take the time to teach you.

dementation is malk's natural, those who attended in Bohemia got their Dementation replaced, later almost all of them (not sure if because of Malkav, Sabbat or Clown World) got Dementation back except few who retained Dominate (who are usually less retarded but less visions), in V5 Dementation does not exist anymore except as subpower of Domination
