By lowering the price drastically in those countries at the cost of blocking those game prices being accessed anywhere else, Valve has repeatedly reported massive profit and sales increases in those countries and an assumed drop in piracy.

If you remove geo-blocking, Valve will have no choice but to raise the prices of those poorfag prices back up to the American $60 exchange rate. Sales and profits will drop in those countries as piracy rises back up because nobody besides the "wealthy" can afford the default costs. Not quite true. The number of keys you are allowed to generate is proportional the number of sales being made on Steam itself for the product in question. If you ever aren't making money for Valve they will deny your request for keys in a heartbeat. The process is not automated in any way. Every request for keys is manually reviewed.

There's also other conditions like if you are generating the keys because you expect increased sales from a third party that is currently doing a sale on the game then you are required to put the game on a comparable sale on Steam itself as well.
