The entire OST during development and they had to piece it back together in less than a month.

It's not placeholders, it's just really shitty attempts to recreate some of the tracks they had before they lost them. In some cases working purely off memory.

The MIDIs are fine, the issue is they lost the soundfont they were written for and had to use an earlier, unfinished version. So most songs are being played with the wrong instrument, or the instruments they're supposed to be playing are missing.

They’re all shitty midi versions of old songs, mostly 3D Blast songs
Richard Jacques, who composed for 3D Blast previously, made new arrangements that no doubt matched the quality of his initial work but lost the masters and had to cobble together new ones from memory

Damn, I can't imagine how stressful it would be to have a crapton of work deleted from some harddrive, permanently losing it, and having to scramble on a heavily reduced time-schedule to recreate something resembling those lost files. I feel sorry for the composer of this game.

I didn't know who composed it until just now. I wouldn't of held this music against anyone anyway, since the soundtrack for Chronicles was clearly an accident. But yes, Jacques is still one of the best.
