仕方がない・しょうがない and its limited variants thereof are just common use set phrases that get said often. We have the same thing in English, except the English language has a lot more of these set phrases that are in common use. That's just a product of English having a much broader reach most likely, as it has had more places to evolve and develop despite only having 3x as many native speakers as Japanese at any given time.
