He's not more a god than the Tribunal

On every level possible this is wrong. You may make the connection that he diddled with the heart, but he wasn't running on its juice. He was an actual dead man who couldn't die which is far beyond anything Tribunal could do. And he was also corrupting the world on a level far beyond anything magic could do.
