Smash 64 and Brawl, he was not top tier. In Smash 4 and Ultimate, tiers don't really matter much. "Low" tier characters can still handle themselves with experienced players. You don't have the massive gap like with Melee.
Fox was only top tier in Melee because the games mechanics (and players obsession with only playing Final Destination) made the game perfect for him.

When Nintendo held their first tournament, the one that took place on stage at E3 before Smash 4 came out, the girl playing WiiFit Trainer won the whole thing. Against an experienced Marth player and a Fox player. She was already good in Smash 4 and I don't really see much difference in Ultimate. Though maybe tournament players notice some small tweaks.

Header gives WFT such autonomy over her falls that the normal reads don't apply, and Snakes get particularly fucked by it when zoning you off stage is what they're used to.
