It's honestly a decent question. I think you need to factor in the fact that western devs don't value depth at all. They want something that's impressive on a surface level, be it graphics or story.

I don't think there's a big market in the west for deep combat systems, fighting games maybe but even then westerners tend to prefer something like mortal kombat

Western games are founded in the PC and Japanese games are founded in the Arcades.
Mouse and Keyboard has always lacked the physical feedback of other controllers and some PC's didn't even have mouses so the games that the west developed and became experts in were games where complex visual-controller feedback wouldn't be much of an issue.
Games like Unreal and Quake were a bit of an exception that came out of a result of new standardized mouses for computers and experimenting with the new-found level of precision that it added.

Does any Japanese game from 20 years ago even have good combat? On the same level as AoE2, Starcraft, Quake 3, Unreal 98, etc. I think probably not. Japan doesn't even make many real games outside of arcade stuff.
Because the west understand the game is a sum of its parts. Japs make a good combat system and slap a shifty everything around it and call it a day. There’s no care for pacing, narrative, level design, puzzle elements. Compared God of War to DMC or Bayo. Sure the combat is more fluid in the latter two, but everything else about it was shit. Story had no pacing, progression design was all over the place, puzzles were shit, environment design was one note, and music was haphazardly thrown in on a whim. There’s not even any fun Easter eggs or unlockables to go back and replay the game for. So yeah, DMC and Bayo played better than GoW, but GoW is away better overall game.

The west make really good FPS games and stealth games--Japan rarely develop games in either of these genres, and even when they do it's a mixed bag outside of a habdful of examples.
As for action games, it comes down to influences. Many Jap action games can trace their origins back to old school anime and Kurosawa films, where as the West's idea of action is more coloured by stuff like The Matrix, Rambo and (more recently) John Wick.

The fundamentals of the Arkham games are so simple and easy that it's impossible to add say a proper boss like Sekiro that challenges your skills
All of the Arkham game bosses are gimmicks, and there's a reason the most famous boss of the franchise is Mr. Freeze, a glorified takedown checklist

yes balance is something that matters if you want the difficulty to be both challenging and fun
if you don't want people cheesing the game you try to not let exploitable mechanics viable
an example of a bad difficulty would be Wolfenstein 2's harder modes where it thinks hard mode is achieved by forcing you to play the game as a cover shooter when ideally Wolfenstein is supposed to play more like a run and gun

The biggest problem about BamHam combat is that it's literally useless for 1v1 encounters. This means every boss fight needs to be a gimmick or a QTE.
Another big problem is simply how easy it is. Enemies never attack you and you're able to cancel animations to parry attacks as many times as you like. And in Bamham if you also fail an attack, batman will be teleported across the room instead of being exposed, because the game can't have you missing hits. This shit reached astronomical levels in Arkham Knight because batman was teleported ridiculous distances. You might as well create a game with the flash.
Basically the issue with the west is that they have become stagnated in a combat system that only appeals to people who don't like video games.

Is that why it took literally a decade for a Japanese developer (Fromsoft) to implement a combat system similar to western action-RPGs?
Also, I'm fairly certain the first cover-based shooters were made by Japanese developers, which inspired western devs to make them.
Also Sekiro has captured more of that Batman ninja feel than any of the Arkham games
I actually found Batman's gadgets to be a huge hindrance and I generally never used them outside of gimmick shit like throwing ice at Clayface

I'm not sure I agree with you if we're talking 2018 God of War, whose mediocre story doesn't have a really tight pacing, where there's some uninspired puzzles, not really that special environmental design besides a couple of good areas and unnecessary padded progression. Also I'm not sure what you mean by fun easter eggs or unlockables, because both Bayo and DMC have it.
And I'd even say that the gameplay is fun enough to bring you back to replay it, it's what I've been doing for years.
And are we really going to say west produces better music when music is pretty much the one thing both sides do perfectly, and trying to find who does it better just falls to personal preference?
I think it's a really flawed outlook to assume all games are the sum of their parts, because it's rare to find things that are technically perfect and hit all their areas, most of the anything are flawed in some way or another, but they stand out in other traits within their work.
Games, much like movies and books and everything else, are more than the sum of their parts. It's a bit trivial to break it down bit-by-bit when we consume media by the whole, you know? Only the most boring person goes "You know, the acting in Love Exposure is a bit too much, so There Will Be Blood is the overral better movie"
All that matters is how the end-product feels and how it achieves what it wants to do.
This is why the East vs West console war is ridiculous. Have you even played Sekiro before? Almost every enemy in the game can be cheesed by simply mashing R1 in their face which will prevent them from being able to use any attack without super armor, and firecrackers will interrupt those.
