When is a good time narrtive-wise to start Bloodmoon? I love how the main quest gives you downtime to go off and do other stuff, but I'm not sure when to head off to Solstheim. I was thinking maybe after I get Moon and Star and am named Nerevarine of the Urshilak, makes sense that I'd want to fuck off and lay low in the middle of nowhere for a while, since I'll be being persecuted.
If you only care about level, you should do it after you're strong enough to win base game. Technically, since it's the last expansion, the enemies are stronger than in base game or Tribunal, but storywise Tribunal feels like the last one that should be finished. It really depends on your level and you can go and try to do it and see if it's too hard for you.
Is there even some kind of level scaling in this game? I could swear that certain enemies in the main game only appear after you hit a certain level. But also not all over Morrowind.
I think there is for some dungeons but I don't know for sure. From what I've read as soon as you walk into a dungeon it is locked at whatever level you are at that moment for the rest of the game.
Nords beat up the dwemer enough for the dungmer to feel brave enough to backstab them.

The DLCs add a more aggressive Oblivion style scaling.

Not true. Argonian very probably didn't get north eastern parts of the Dres lands. As for slavery, I don't think there's a single source it's abolished and if it is not, Dres are continuing with it.
Get something enchanted with a constant effect that restores fatigue. Just one point is enough. This is a good idea for every playstyle but mages are buttfucked the hardest by fatigue because you are wide open if you keep miscasting spells.

Certain enemies are hand-picked to spawn in set locations like atronachs near daedric shrines/molag amur region. Off the top of my head, the DB assassin and Gedna from Tribunal do have their stats changed based on player level.
