I'm not sure what they can do, exactly. They can literally pay for exclusivity like Epic does, but if they do that they would (rightfully) be hated as well and they'd lose the support of the crowd. The major thing they can do is start releasing their own games again, but that's something which will take years to show any results unless they already have something in the pipe anyway.
They could also lower their cut, but they cannot match Epic for several reasons, mostly because Steam does not saddle consumers with hidden ""processing fees"" and most importantly because Steam allows devs to generate Steam keys and to sell them independently, without any cut going to Valve at all. That means that on average they're getting less than 30% per game activation on Steam and it also means they are incurring infrastructure costs for game copies they received no money on.
MCC isn't exclusive, it's coming out on MS' own store as well.

No. Steam (and every other shop) cannot do "proper quality control" on products which are enjoyed wholly subjectively. Nobody is better qualified than me to decide what I like, some random employee at a game shop is not qualified to tell me which game is good enough for me to enjoy and which one isn't and as such I do not want them to make these decisions at all. This is all in an ideal world as well, in practice it is very easily possible for people put in these positions to abuse them as well and to favor games which push their agendas, for instance.
Allowing everything on the store is the right way of things, it's the customers who should decide what they want and do not want to spend money on, especially now that no questions asked refunds are a Steam feature. What the shop should provide however are good filters, good advanced search options, good, accurate tagging for games and good recommendation algorithms. Steam could (and should) still improve on this part, but they most certainly should not put arbitrary "quality" gates in place when "quality" cannot even be determined via any objective procedure.

Epic's "exclusivity" deals are just timed exclusivity. I hardly ever buy games on release. A combination of having a huge backlog, waiting for sales, waiting for all the DLC to release to see if a GOTY bundle will be released, etc. If I'm already waiting anyway, I can wait for the Steam release a year later or however long it takes.
