MGSV started development in 2010. It was taking so long, Konami had to take a hunk of it out to sell in 2014 to make profit back. TPP was released the next year...and was barely 2/3rds of the way done.
And the budget at that point was already over $80million.

Even if there was there's no way Konami is getting a redemption arc. All of the focus has been put on mobile games since they make loads of money with little effort (the PawaPro one in particular). MGS5 was their last attempt at making AAA titles and after how troubled the development for it was they got completely turned off from console games except for PES and low-effort remasters. They were willing to give the Switch a chance with Super Bomberman R, but it didn't meet expectations so those plans were cancelled.
And? Kojima made Konami a shitload of money on MGSV. It made its' entire budget back on the day it was released.
Ground Zeroes was released to keep buzz alive for MGSV not because they were worried about money. Ground Zeroes was released before Golden Week so everyone in Japan would have a chance to play it. Saying that MGSV is not 'finished' is absurd. All because it didn't have the Lord of the Flies chapter? I wonder what people would think if they never knew that existed at all?

Konami didn’t do anything wrong per se. there’s was a big gaming recessions in the late aughts where everyone was simultaneously chasing Call of Duty money by outsourcing their IPs to the west (Castlevania and Silent Hill in Konami’s case) and investing in mobile games. The result was that most of the talents in Japan left the studios and there was nobody left to make good, real games.
Over the past couple of years we’ve seen the likes of SEGA and Capcom finally recover, but Konami didn’t want to bleed money by having shitty westerners tarnish their IPs any further, so they decided to try to invest in the markets they were more confident in.
If anything, I think they made the smart decision when it comes to survival of the company and now they can slowly build up their Japan studios if they want and make a strong comeback into video games any time they want.
