The latest games I remember having expansion packs are Bad Company 2 and New Vegas along with Skyrim. Expansion packs are just the last anti-consumer kind of DLC.

Dying Light's expansion was nearly the size of the original game, and Witcher 3 had 2 very large expansions(plus a ton of free dlc), one of which is generally considering better than the base game.

Both are content delivery methods, but each go about it differently:
- Expansion packs contained content that was only made after the game was released for some time, was usually worked on by the same group of people who made the original game, and would usually match or exceed the quality of the original game through a new single player campaign and possibly cutscenes, music, multiplayer/skrimish maps... Occasionally the developer would release a polished development tool like a map editor to go along with it. New menus would be added and the initial game software would be altered drastically.
DLC meanwhile is an excuse for publishers to price-gouge their consumer base (not customers; CONSUMERS) for additional funding possibly even prior to the game's initial release, and force exclusivity deals through various retail outlets or online stores. Content is not made by the same development team and can in fact be made by the """community""" and then sold through an in-game store for non-refundable game money. Then, you have the issues where the DLC isn't actually downloaded at all, and was merely content which was cut due to development time constraints and placed into a hidden archive on-disc or in the game files to be "activated" when the ransom-money has been paid to unlock content you have already physically purchased.

The phrase expansion pack is archaic. There are plenty of games that use DLC as what expansion packs used to be. I always liked using Fallout New Vegas was a prime example for why DLC can work; all 4 put together adds an arching subplot to the game and loads of extra content.
Nu-XCOM used expansion pack for the first game with Enemy Within but War of the Chosen was called DLC and it's the same kind of overhaul and content expansion EW was. DLC is a nebulous term that means anything downloadable for a game, but expansion pack is now part of that definition. It does happen for games. The Western Armies and campaign DLC all together for Company of Heroes 2 would qualify as an expansion pack, but they sold it separately in the event people wanted to pick and choose what they wanted from it. Paradox, for as much DLC as they put out, would qualify as expansions for the major content updates they make for games like CK2, EU4, HOI4, and Stellaris.
I wouldn't hate the phrase DLC just because it's synonymous with nickle and diming consumers, because it's more than that. I hated it at first with Bethesda's horse armor and all, but with gaming being how it is now with content and everything being easy to parse and download it's hard to not call it useful and good when companies do it right.
That's what the 00s felt like. That and I'd also add that it was an awkward transition period from 90s/80s fashion and life to more of the techie, social media landscape we have now.

My advice on learning any coding is to have a project you actually want to figure out how to do with computer code. You can even just pick one out of a list online. Sitting down and watching a video about different python functions or whatever is fine but your brain won't actually absorb and commit the information until you have applied it to a problem.

XCOM2's "DLC" is actually a legitimate expansion package, which is far and few between, which is the actual problem. Lazy fucking developers and greedy fucking publishers. The common expectation and understanding of the phrase "downloadable content" is that it's a small, shitty, useless model reskin which exists just to milk wallets of money.

Soulsborne DLCs can definitely be considered expansion packs, as they add new areas, new items, new enemies and bosses, etc. That's everything an expansion pack should be. Dead or Alive DLC is largely cosmetic and expands little about the game. Then you have companies like Gearbox, that made tons of cosmetic DLC, but also real hefty expansion packs for Borderlands 2.
