He plays a very likable triple agent that runs multiple archetypes simultaneously. He is the rival, but also the student that yearns to surpass the master. He is manipulated, but also actually the puppet master behind all manipulators. In a cast where all villains are underhanded cowards, Ocelot shows respect for traditions and honor, much like Snake. Someone who puts all his ideology and mission to waste just to face off Snake under fair conditions.
You, as the player, never know what to expect from him. Is he going to attack you? Or is he going to save you? Ocelot feels like a constant wild card, which is refreshing in an age of writing where every single character is highly predictable. He feels alive, the staple of Kojima's writing. Not only alive: Ocelot is stylish without being edgy. He did not need long coats and sharp blades to look nice, all it took was military uniform and a gun. Ocelot is aesthetical.
And maybe the best part is how he never just becomes your ally. Yes, some authors make cheesy scripts where villains turn into allies. It's a cheap trick, and Kojima did not rely on that for Ocelot. He might have saved you a few times, but up until the end he is still trying to frustrate Snake's plans. Which does not even make sense considering how by the end you find that he was indeed your ally all along, but had to pretend otherwise because he was also a triple or even quadruple agent of sorts
So go ahead, name a better antagonist, I'll be waiting.
