IIRC at first they just thought they were going to talk to some random guy in Indol, not the fucking Praetor.
I think it's safe to assume she thought they'd be sticking to the residential areas instead of heading directly into the Praetorium. And Cole's a Flesh Eater, so it'd be safe (though wrong) to guess that the guy wouldn't call her out.
Not AS risky, though she probably should've still been apprehensive about it.
