I actually played Legends 1 and 2 back to back for the first time last week.
Controls took a bit to get used to but were nowhere near as bad as they're often called.

It was Legends 2's under-performing that sank the franchise. Which was launched the same week as the PS2. Granted there was backlash before that but they had to know that was coming. Legends 1 verifiable outsold every other Mega Man game on the PS1 except X4. Though the technology for a 3D games probably lead to a longer development so that wouldn't be as profitable.
But anyway to your point: I really don't think Capcom would care about recooping losses from 10-20 years ago. I'd imagine if they thought they could get profits from investments: they would. Which just makes the whole scenario seem wrong to me. Capcom had basically given up a captive market on the 3DS's eShop. There was going to be a period nothing new was on it except MML3's Prototype. A game, paradoxically, pushing that the 3DS was a robust platform capable of open area 3rd person shooters. If nothing else that was almost certainly going to be a top seller for the system, especially at a steep discount from even old sidescrolling Mega Man games coming in at all of 200 yen or two goddamn dollars?
That thing was set up with such a gentle and easy softball for success and Capcom just walked away from the plate.

Which is exactly why we've been in hiatus since ZX Advent, people don't want to buy 20 cheap games made in under a year that play exactly as the ones from the early 90s. Capcom's been known to rush development cycles for MM games so they've had litte to no time to evolve the gameplay causing the franchise to get saturated until they stopped selling it, brand recogntion can only get you so far when 2 out of 7 series had endings.

Different user here but explain how this concept has meaning if you would. As I see it any Mega Man game released could've been "the one that brought Mega Man back". I think you're suggesting Classic Mega Man has more star power than its successors but not only do I not believe that's true: I don't see how that's viable when the only suggestion is that it's "building up hype" for things yet to exist and well back from any impact its release will have.
If you're suggesting Capcom actually had to exercise a team's capacity for making a Mega Man type game: it'd actually be the worst of the lot. Since every other platformer in the roster is based off X, not Classic conventions.

Inafune constantly did this thing where he'd put together a hidden team, work on a project until it's far enough in completion, and then show it off without permission. He's done this several times before, with Dead Rising 1 being the most notable. Legends 3 was a similar deal. It is so demented and in-your-face that it is hard to understand how that garbage could pass any evaluation by a creative committee.

The only game that was canned because Inafune left was Universe. A game no one at Capcom but Inafune believed in. I cannot stress enough: this is an actually true statement, and not hyperbole. The game was entirely his conception, he had announced the moment a concept pitch trailer was together, and tried to publicly promote it himself internationally - something that he never did before -. He has stated he was aware it was being shut down in the month interim period before his resignation kicked in. There's no argument about that, but there's no redeeming part of the development that seems like a loss to me. Before getting to the obvious huge problem for the Japanese fanblock with it.
Contrary to Legends fans' belief the game was not solely being pushed by Inafune. Plenty of the staffers who have developer credits wanted to get it off the ground too. The team managed itself and Capcom's corporate relations team organized cross promotion deals with Nintendo to release the game. They weren't just acting like they needed to dance along to the tune because they were on the public stage. If Capcom 'was always going to cancel it' and wanted to blame Inafune they had every opportunity to do that; they didn't. They had two opportunities to say "actually no we can't do it" when the Tsunami shut the company down and when they announced they were going for a greenlight meeting still came back and said "we're doing it" daily for about 6 months. I can't tell you what the "because reasons" the game was canned for, but it wasn't spite.
Mega Man Online didn't get past beta because the company developing it declared partial bankruptcy. It went on in development for 2 years after this whole mess and the only involvement Capcom had in this decision was not agreeing to buy a portion of the company to directly fund the development.

But I think it's also important to understand why it got cancelled and who also should be to blame. It was never once claimed complete by the production team. Not just at the time but in the years since. People assumed it was because of the release timeline and that review copies were sent out. Which doesn't actually say anything of the state of the game development other than it can be played. It doesn't indicate the build met project goals, or QA standards, or if it worked without also including system devtools. There are hundreds of reasons the may project hit a roadblock that don't factor in personal vendettas whatsoever.
The Devblog was ongoing for months with weekdaily updates. Which again included the current event of the tsunami. They hired an entirely new community manager just to fast translate the updates. The announcements for the releases on the 3DS eShop didn't happen while Inafune was there, promotion sessions of the Prototype didn't happen while Inafune was there. These are demonstrable promotional efforts. The events and staff's time would require Capcom had to pay for in order for them to have happened. There is no motive for Capcom to throw money at this if they wanted to just scuttle the game because it was associated with Inafune.
It really does encapsulate the best parts of the series, outside of the gameplay.
