Sakurai picked Greninja. He's the one who thought it would become a popular Pokemon in the future and thought it would work great in Smash. GameFreak only provided Sakurai with info about the upcoming generation, like they always do. And GameFreak makes ridiculously broken Pokemon all the time. Just look at Talonflame and Mega Khangaskhan. GF is just incompetent when it comes to balancing.

The point is that Greninja was clearly the breakout star of his Generation right from the start. Before the merchandise, before the anime and before Smash, Greninja was already a really fucking popular Pokemon that topped every poll and list like the dorkly and IGN polls went to show despite releasing only 1 month after the game. Keep in mind that an even bigger poll for Best Pokemon of All Time came out just one week later and Greninja got 17th without any promotion. At that point the shilling was just fanning already huge flames instead of trying to prop up or force a star. Greninja had one of the most natural adoption cycles early on and later appearances only served to cement his welcome. There's literally nothing wrong with that.
the fact that only one pokemon outside of the greninja line got protean - an ability that "coincidentally" got introduced in the same gen as greninja - really says it all. compare that to intimidate, an ability that's been around since gen 3, that a lot of pokemon have, but people screamed "SHILL!" when a certain pokemon got it.

His reveal trailer is the 2nd most viewed Smash 4 reveal, though. It's just that gameplay plays a big part in preference. Greninja was heavily played in the Smash 3DS days because Hydro Pump gimping was absolutely busted along with that Up-Smash. Then came a shit-ton of nerfs that made him borderline unplayable and so lots of people dropped him. Kinda like how Ridley was one of the most requested characters for Smash, but now you hardly see anyone using him because people kinda like winning. Ironically you can now see plenty of Greninjas now that he's Top Tier.
Still, the fan art for Greninja just kinda stopped coming after his reveal. Was pretty disappointed by that. And there wasn't many people making videos of him during Smash 4. Glad Ultimate buffed him because I've been seeing more Greninja shit.

Well i don't think you were looking pretty hard. He had ~970 results in Pixiv before Smash and currently has ~4,300, making him the only starter remotely close to Charizard in terms of fanart. He gets a lot of cool fanart and shit, but his fanbase, despite being sizable, is more chill and passive, leaning more towards cool things. So if you're the kind that only browses memes, you won't find that much.
