The strongest character in Melee is Jigglypuff, this isn't Fox's game and it was never supposed to be his. You're just living in a fantasy where there's a happy ending, but top tiers aren't mean't to enrich games, they're mean't to DESTROY them. Tech skill was never more important than the neutral and no amount of extreme devotion to the spacies can EVER change this, just because Fox takes more of the desired skill you want to play as, doesn't mean he's the optimal choice. There is no escape, you can alter the ruleset all you want, save for banning Puff she will ALWAYS claw her way back to the top because that is her natural role, mastery of Jigglypuff's neutral is the true and final form of Melee, no matter how much you all want to pretend the game is about some optimized high APM furry punishes.

Just stealth assassinate Hbox and it's as over as Pikachu if we did the same but with Axe.
The thing is it's literally just one guy. Every other Puff player in Melee will lose pretty quickly to any semi-decent Fox.
Why doesn't anyone just play Puff against Hbox and see how he deals with it?
He is consistent against every character. It doesn't matter what you play, if you aren't good enough to you ain't.

Mang0 did it too but he got labeled a one trick pony so he much he decided to change to Falco to prove he's skilled because people were too retarded back then to figure out that Jigglypuff wasn't a free win button.
because he's the perfect combination of keep away and aggression, and his coach is really good.

>not many people play as puff, and therefore it's harder to get good practice against a good puff, meaning less knowledge about the match up (most people will be able to envision a game plan against Fox since he's so common)
>refuses to do casual matches with other people, which means they can't adapt against his playstyle as much
>does pretty well under pressure, giving him an advantage when fighting against newer players who haven't had the spotlight on themselves
There's also a couple of other factors here, but that's the basics.
He embodies Melee as a skillset, he doesn't perform that well in the other games (even BELOW some Smash 4 Puff mains in Tr4sh like Leet, Puffy, Captain L, etc) but it's because he doesn't adapt to those games and truly alter his playstyle. He's adapted to Melee harder than anyone else, except maybe Armada.

Mango started off as a Puff and dominated everyone with her. Puff is really good, people just avoid playing her because other characters are more fun/multi-faceted
