I would say, aesthetic and world design from Arkham City (NOT THE BAMHAM COMBAT!!!!!!) but with actual movement and combat closer to something like Ninja Gaiden Black, or even Memekiro only where a light breeze won't kill you.

As somebody who grew up with both the 80's and 00's series; I think I agree.

I love the 80's show but it's a little too slapstick imo, there's rarely any stakes and characters like Shredder are played almost completely for laughs.

Base it on IDW, make Old Hob the villain because fighting boring human foot ninjas is boring tedious samey garbage while animal enemies give you more variety in gameplay mechanics (just ask Zelda with enemies like Bocoblins or Lizaldfos), and you hire Devil May Cry's Itsuno and his team. Just being able to switch 4 styles with Dante is enough to work for switching between the 4 turtles on the spot.

And just for fun because it IS Itsuno and Capcom you can have an optional crossover special boss fight against Dante that ends on a pizza party.

TMNT always turns to garbage eventually these are the usually telltale signs that a TMNT series is turning to crap:

- Northhamptom (the farm arc)
- Time Travel to the Future.
- Going into Outer Space.
- Magic being incorporated.

It varies from series to series, but usually one of these is what symbolizes a TMNT series has jump the shark.
