Because japanese actually lack skill at 3d characters. They're experts at creating cute girls in manga style, where it's far easier to create different expressions on the face. In 3d it's harder, so characters often end up looking like emotionless dolls.

Westerners are probably often a lot better on the technical level of 3d characters, but they piss it all away by trying to create ugly shit.
