Publishers set the price, and Epic doesn't allow for better prices since they make the consumer pay for transaction fees and far worse regional pricing.

Your first mistake is thinking that stores can't coexist which they obviously can since both GOG and Steam plus dozens of other stores offering the same or similar products exist which already automatically makes Steam not a monopoly by definition.
Now compare to what Epic is doing which is holding exclusivity on some games which by definition is an anti-competitive monopolistic tactic since it bypasses any requirements of offering good prices or services and just straight up forces people to use your store to buy certain games no matter how shit it might be.

Right now if you wanna sell a major game you go to Steam.
