If the revenue from the stolen sales outweighs the losses of lowering the price of the product, it would be sensible to do it. Steam keys are obtained by the publisher for free, and sold off to other retailers. Steam does not get a cut from the sale of Steam Keys through other retailers. The only thing Steam gets is the product being sold on their store, and the promise that the publisher will run similar promotions on Steam as they do through other retailers. i.e. We get to sell your product, and treat our customers the same as other retailers' customers.

Here is the 'thing': with intellectual property a lot of the assumptions about items and price competition aren't true when looking at individual games.
Only one company is really selling you the game and only that company controls the price, everybody down the line is a reseller or a middle man.
With the death of the second hand market this is even more true, you will always have the game sold to you at the price set by the publisher/developer.
Competition happens between games, and when a game has a sale it's because the publisher OKed it, because he's seeing a glut in sales and calculates this tactic will earn him more, not because the store is getting rid of excess stock as is the case with sales on cloths and other non-digital goods.
Thus the competition between stores can't lead to cheaper games. What it can lead to is more profit for developers as they play stores against each other.
This is beneficial in the long term as profitability means more games will be made.
