The first because you presumably need to fulfill a condition before you can even buy it. The latter just lets you pay for it.

Unlock into buy isn't always bad, like building a store so you can be sold new items
Buying to unlock is painful though, because you're forced to go all the way through for return on investment even if you are starting to regret it

Resi 4 zombies. They run toward you then politely slow down to allow the shooting mechanics to work.
