Hitman 2016, less buggy, more content, and Legacy Pack introduces a bunch of mechanics (like the briefcase) that the missions in 2016 were never designed with in mind.
Legacy Pack is great to have, but I absolutely could not recommend it over playing 2016.

In terms of bugs, 2016, but 2 adds some stuff like mirrors and pip cameras of relevant stuff

How does progression work with the legacy pack? Are all the challenges/mastery stuff/unlocks still there?

2, there's no reason to play hitman 1 anymore except for the escalations and if you want to pay less

It's completely reworked, different mastery level rewards, lots of the escalations are missing, some challenges have been tweaked, removed or added.

Anyone who suggests someone play Legacy Pack over the original 2016 is fucking daft.

I just finished the game for the first time. Barely. The mission designers really fucked up big time with the final mission. I killed both targets in ways that end up disposing of their corpses outside the level, and I had no idea that I'd have to somehow have access to their corpses afterwards in order to obtain an item. When you turn on objective indicators, both of them point a hundred feet underneath the level.
