From what I remember in the game's story, both Batman and Joker have been missing for a while, so gangs taking after their likenesses have been fighting each other for control of the streets.

Dead game. Was fun while it lasted. Best part was all the references and easter eggs in the maps and cards

Dick went out on his own as Nightwing as a Titan and in Bludhaven for a long time, and only really came back to Gotham permanently after Bruce "died" and he had to fill in as Batman.
