Cauldron's Keep was actually supposed to be a full fledged level with it's own set of jiggies to collect. It all got cut down due to time constraints, and that's why there's 10 less jiggies in Tooie in comparison to Kazooie.

Honestly Tooie is already a really long game so I'm kinda glad there wasn't another huge level to go through after CCL.
