They give publishers a higher cut both in the form of no royalties for Unreal engine and a smaller cut from the revenue like you said.
On top of that they give a flat bonus of what must be millions of dollars if such a big profile game is to take the bait.
Basically this puts the consumers in a position where it doesn't matter if you don't buy it, it's still making a shitzillion dollars.

I'm not sure if Borderlands explicitly invented the "looter shooter" but it certainly made the genre popular, and the genre is STILL popular despite being plagued by high-profile disasters. Borderlands 3 will do well. Even if the timed Epic exclusivity is a bad move, consumers will have amnesia and still buy it en masse on Steam.
