Tony Hawk killed its own market, but Skate was still very popular and sold consistently well. EA wasn't satisfied though as it wasn't selling crazy numbers like Madden and Fifa and they didn't have a monetization system like the Ultimate Team cards, so they pulled the plug.

As technology advanced it made games easier to make and lowered the required skill level needed to enter the games industry. This resulted in games like this, that require more effort, end up turning out bad because nobody is used to having to actually put effort in any more

Despite form what you hear on Yea Forums SSX deadly descents is a pretty fun game if you're all about racing and creating/executing/finding the best line. Its like a microcosm of speeding, all racing games are essentially puzzles followed by speedruns. blew my mind when I reached that epiphany.

THPS through to THUG were the only games that actually innovated. New mechanics in each game kept it fresh enough to ignore the dating graphics and general roughness of how the games looked. Five games in and all they could add beyond that were just gimmicky or bloated mechanics that didn't add in to the fundamental gameplay. So they started to age and look less and less appealing over time.
Also, this was the moment Neversoft made their next big hit with Guitar Hero and Activision diverted their resources into making that. Even though the Tony Hawk games were still good for another one or two entries, they'd really run out of ideas, passion, funding, and player interest by that point. Which is fine; five great games is the best a studio could ask for.
Then, the nail in the already closed coffin was Skate. Next gen, totally new gameplay, active online community, etc. Problem was, as above user pointed out, skating/Jackass/MTV coverage as a whole petered out, and Skate was a weirdly technical game that not a lot of people got into.
So you had one dead and tired series, and another alienating and niche series. Tony Hawks was over-saturated and out of gripping new ideas, and Skate was just...weird.
Doesn't help that both had viciously short production cycles that made them ugly and buggy as hell either.
executives decided that having fun and being extreme was not in anymore so now we are sad and miserable.

The level design isn't as good, mostly. For every Skatopia you have Bondi Beach; a level that won't like you skate on 50% of it.
You can finish entire levels in a single combo. It doesn't really add any useful mechanics, just gimicky stuff like projectiles and tagging. They have those stupid vehicle characters. None of the other features were updated; character and park creation is copy pasted from the previous one.
And I personally just didn't like the whole tone and story as much, even though I loved Viva La Bam at the time.
It's still good, only slightly below THUG.

Maybe it's because Activision forced Neversoft to create a brand new Tony Hawk game every single year so they could wring as much money out of the cash cow as possible. And therefore, inevitably, the developers couldn't keep creating amazing games that were significantly different enough and yet also amazing on those sorts of timescales. So people got bored of the games. Then Activision thought they needed to change developer in order to compete with Skate - and maybe Neversoft were fucking bored of being overworked on the same franchise all the time, which would be fair enough. So Activision chose a terrible developer to replace Neversoft - Robomodo - and the subsequent games were shit. So everyone went off Tony Hawk games, because now the games were bad.
Perhaps, yes, there has been a decline in general interest in skateboarding. That's probably a factor. E.g. FIFA is popular because football is popular. NBA 2K19 is popular because the NBA is popular. Madden is popular because the NFL is popular. Etc.
But still, if a great skateboarding game was made today, I reckon people might buy it. But Activision managed to kill the goose that laid the golden egg by trying to suck as much money out of it as possible, in such a cynical manner.
It's yet another story of predatory publishers ruining video games. See also: EA with Star Wars Battlefield and Anthem, Blizzard with Diablo Immortal, etc.

Skating games fit into a weird part of the market where an indie devloper can't quite deliver the scope for a 3d skating game, but no publisher wants to comit the neccesary resources to such a niche product.
Hopefully a mid-tier devloper nostalgic for skating games will deliver something on the scale of THPS, but something like Skate may be impossible.

While there are early indicators based on teenage behavior it's not yet clear where the actual culture shift is. It'll probably be defined in the late 90s. I trap shoot at a nearby park where I live. The park also has a skate park in it. Everytime i go to shoot the skate park has 20 or 30 kids skating. Maybe it's only the midwest where it's alive

Nah. Best I ever got was a pop shove-it. I was/am a huge pussy who'll worry over the slightest thing(s). Doesn't mesh too well with skating, although it didn't stop me from having fun.

Nigger i used to go to parks early as fuck because i hated when parks were full of people hogging the good ramps. An empty park is the best.
The only reason I didn't kill myself in middle school is because a few guys figured out I used to skate and started hanging out with me.
Countless hours skating with them irl and playing Skate 2/3 with them on Live.
Skating was so fucking good for outcast kids. I made so many friends who also had it pretty rough and needed an outlet that wasn't typical sports.
