I instantly mute and start a votekick for people who play music in online games. It's usually successful, too.

I haven't played that much TF2 so I'm not sure how important sound is for the game. In CSGO for example, hearing footsteps is extremely important so music is a big no-no. Luckily it's looked down upon by almost everyone so it rarely happens.
