A better explanation would have just been "The World's power is to have every other Stand's power" like originally planned, with the time stop power being seemingly original to Dio, only to end up actually being Star Platinum's power. Doing that then having some asspull explanation for why Dio doesn't abuse all his other stand powers like "oh he didn't train them" or "he was too arrogant" would be better than "lol same type of stand"

Like I said you just have to asspull stuff to explain why he didn't just turn The World into a boat, like "he had to practice using the power since his stand can't use them all perfectly naturally." It also explains the training montage of him learning how to use the time stop more effectively. He thought he was training his stand's power, but he was just "learning" SP's power

I believe it was the original plan. The World would have every Stand's power and the ability to stop time, and during the fight Jotaro would realize that stopping time was actually his power that he wasn't aware of. It fits the tarot theme if The World is the culmination of everything that came before it. But Araki realized that it would be way too broken for the heroes to realistically defeat, and he realized that limiting Stands to just the tarot would kill the series' future potential so he dropped both those ideas. Part 3 suffers for it but it does probably benefit the series as a whole by giving him more freedom with Stands after part 3.
