When is that confirmed? Most of the random villagers are clearly in some intermediate period and the vileblood the crow has you hunt clearly isn't turned despite over indulgence in blood.

Because he doesn't turn into the same type of beast, at all. He turns into a beast type that looks very similar to when you use Beast's Embrace+Beast Claw.

The fact that the villagers are partially turned in no way suggests that they can ever turn back. Barring Suspicious Beggar, literally what other NPC in the entire game ever goes back from beast form to full human form?

The signs point to Suspicious Beggar being able to turn back because he uses the rune and claw, there's no other evidence for people being able to go back to normal from normal beast form.
