From a purely logical perspective, eugenics is the morally correct thing to do - prevent births that would lead to unhappy/unfulfilling lives, or prevent those that would unfairly redirect public resources. I think it's Iceland that has nearly 0 people with Down's, because it's just accepted in that culture to not carry those children to term, because it simply doesn't make sense to take resources away from healthy children and direct them to unhealthy children, when those unhealthy births could've been prevented.

But, the issue of freedom and free will comes up. Iceland is a good example because it's not required by law or punishable in any way; you can *choose* to keep the fetus with Down's Syndrome if you want, it's just socially accepted to not.
