Assuming that the sales net you $600 in cash, that should be enough to afford a budget PC. There's a bunch of guides online for building a $500-$600 budget PC, but keep in mind that you won't be playing any new releases on ultra settings.

i think it mostly depends on the game, i can run KH2 on my pc with near flawless performance

well you can ebay those for what, probably $450-500? You can build a PC that outperforms consoles for $500 easy. I assume you already have a 4K TV so just make your build around getting the most out of it.

That's PS3 user. RPCS3 has some issues with GCN, PCSX2 works just fine(in DX11 hardware mode). You get like 5% better performance on Nvidia in OGL hardware mode but even a midrange card like a 480 can run PCSX2 at 4x native resolution 60 FPS without drops.

RPCS3 has Vulkan and it runs perfectly on my RX 480 so I don't know what you're on about. Only emulators that exclusively use OpenGL like Cemu are bad because the AMD drivers are terrible on Windows.

Check your GPU usage, clocks, and temps
I can almost guartantee all three will be very low because your GPU is barely getting used.

That's just emulators in general, user. They're always CPU bound and don't care too much about GPU, except if the drivers are bad. Cemu even runs well with AMD GPUs on Linux because the OGL drivers are good.

Emulators in general are CPU bound, yes, but RPCS3 on certain GCN cards has them literally idling at 400Mhz during gameplay.

PCSX2 uses them a lot more in both OGL and DX11 hardware mode.
