Let me put this in perspective, in terms of china and it's game situation:
They recently put a harder ban on Dedicated Gaming Devices (DGDs) which they classify as a device explicitly used for the purpose of playing video games, which were recently classified as an addiction and something they're trying to curb. PCs are not. In truth, this was done because PC is heavily controlled by chinese government, a lot of devs have either deals with the chinese government or are funded by them to begin with. Tencent is probably the most well known, there are many high ranking party officials on the board of tencent, and tencent is also the company that does the most international work, establishing relationships with nexon (for DnF, maplestory, popkart, some others).
Steam is allowed but because tencent is trying to force it's own launcher, and there were a lot of trash contents that were filled with anti-chinese sentiment (that taiwanese game that had the copypasta on one texture is a good example), so they just blocked it all. They let up on the block and steam is accessible again to some degree, but tencent's launcher and the qq launcher are still preferred, you get better download speeds, better connection, no drops (whereas steam will forcibly kick you off citing connection issue every 2h30m, real issue for PUBG in internet cafes), and some other stuff.
