Honestly, I don’t know why I was expecting anything but a sci-fi Witcher, but I at least expected some sort of atmosphere.

The night thing is irrelevant compared to the "quest" that your given pick up gun put on jacket these things should just be common sense or optional . Not a big red text in the top right of your screen.

I watched the 40 minute gameplay thing they released again and my God this game is amazing. I'm going to bet that the environment will dynamically change as you progress through the game and I bet at one point it will actually become a real night city.

Not really. There are still major pockets of pollution, especially out in the wasteland where you go from cyberpunk to Mad Max. Not to mention abandoned and old cities that look something like Gone With The Blastewave.

Night City is still a huge city and has the resources to clean up it's skies.
