The only thing that this is going to cause is a JP PC single player game domination. Japanese developers started to port many of their games to PC, and JP creates high quality games. Steam isn't just a store, it's a community and one of the best places to advertise games. If developers jump ship, then other developers will take their place. Games like Etrian Odyssey would sell amazing on PC.
