Your image isn't a great example of "consoles holding gaming back" because a lot of the jank found in nuWolfenstein's graphics was because of megatextures. A better example would have been Doom 2016 being filled with combat arenas, which was only done because the devs couldn't find a way to have enemies chase you around levels like in the original games without the game itself chugging on consoles, so they used "arenas" to help control how many enemies were running around at once.

Watch Dogs(a simple .ini edit enables "E3-level" graphics that had to be cut due to console parity)
Witcher 3(one of the devs said they had to drop a lot of graphical features due to underpowered consoles and TW3 still runs like crap on them)
Games have to limit their complexity to fit on a gamepad, that's why you don't see games like Mechwarrior or Freespace anymore, just dumbed down versions.
