It's not properly explained what it means when it says "At least one of the hits is a crit". It could mean either one of them is automatically a crit already and you only need to roll for one of them, or it be intended to mislead and it means if there are no crits it will retroactively make one of the attacks crits. So the answer is either 50% or 25%. In either case OP didn't think the question through.

Therefore only the 2nd blow should be considered, and it's a 50% chance to trigger a crit per blow.
